Currently, the Multinational Staff Officer Center provides training through eight courses. These are planned according to the rotation plans and annual needs of the Departments of MoD, General Staff of Armed Forces of Ukraine, Services of Armed Forces of Ukraine.
International Courses, i.e. the students from other countries are accepted:
Multinational Staff Officer Course;
UN Military Observer Course;
Logistics Course;
UN Staff Officers and Liaison Officers Course;
Orientation Course.
National courses, i.e. only for the Ukrainian military:
Military Interpreters for Peacekeeping Units Course;
On-board Interpreters Course;
CIMIC Course.
Multinational Staff Officer Course
This Course was the first to be established in MSOC. Initially it was designed as a three-week Operational Course for staff officers. In 2004, the Operational Course was renamed the Multinational Staff Officer Course due to the increased participation of Ukrainian officers in different PSO. Many of them served as staff officers at HQ level (multinational brigade and multinational division).
The Course training purpose is to prepare students to serve as multinational staff at the brigade and higher level and thus, to improve interoperability between the Armed Forces of Ukraine and other countries in UN-led PKO and NATO-led PSO levels.
The Multinational Staff Officer Course training concept is based on 3 phases:
1. Military terminology Study.
2. Theoretical training. Lectures concentrated on:
UN/NATO System (history of organizations, their structure, concepts for current and ongoing PKO/PSO);
The basics of Crisis Management;
Rules of Engagement in PSO;
Command & Control structure in PKO/PSO;
Unit organization (brigade-division-CJTF);
CIMIC in PKO/PSO;
Decision Making Process and Staff procedures in PSO (OPP/NATO or MDMP/USA);
Map reading and tactical radio communication.
3. Practical training. Practical training is the most important part of the Course. The Course staff conducts MAPEX, CPX or SIMEX during this phase. The students are trained:
to apply OPP(MDMP);
to work at staff positions during planning and execution of assigned missions;
to practice C2 procedures;
to prepare and produce OPLANs/OPORDs;
to practice situational awareness on friendly and OPFOR in operations.
We have two six-week courses per year.
Students' criteria for above mentioned course:
Military personnel from NATO and non-NATO countries;
Captain - Colonel or equivalent rank.
The Course faculty was involved in preparation of participants for many international exercises such as Peace Shield - 2005, Viking 2003, 2005, 2008, Rapid Trident 2006, 2007, 2008 and Potomac-Dnipro - 2006.
UN Military Observer Course
The first UN Military Observer Course was held in the Multinational Staff Officer Center in 2002. Currently it is a six-week course, which runs twice a year.
The aim of this Course is to prepare selected Ukrainian, NATO, PfP and other nations personnel for work in international peacekeeping missions as UN military observers.
The Course is held for four weeks at MSOC and for two weeks of field exercise at Yavoriv PFP Training Center of International Peacekeeping and Security Center (IPSC) in Ukraine.
The main topics of this course are:
UN peacekeeping operations;
UN missions’ Rules of Engagement;
Military observer's duties and responsibilities;
UN mission's staff standards and working procedures.
UN Staff Officers and Liaison Officers Course
The first UN Staff and Liaison Officers Course was held in MSOC in 2005. It is a five-week course including two weeks of field training at Yavoriv PfP Training Center of International Peacekeeping and Security Center (IPSC) in Ukraine. This Course runs once a year.
The aim of this Course is to prepare selected Ukrainian, NATO, PfP and other nations personnel for work in international peacekeeping missions as Staff and Liaison officers.
The main topics of this course are:
International peacekeeping operations led by UN;
International humanitarian law;
UN missions’ rules of engagement in the international peacekeeping mission;
UN Officer common Training;
UN missions’ Staff Organization;
Planning and Decision Making Process in UN;
MAPEX and Case Study.
Students' criteria for above mentioned courses:
Military personnel from NATO, PfP and other countries;
Captain - Colonel or equivalent rank, valid for last two years B driving license.
Orientation Course
The first Orientation Course was started at the Multinational Staff Officer Center in 2000, it runs once a year for three weeks.
The aim of this Course is to provide students with general information on NATO-, EU- and UN-related subjects, as well as prepare the officers who are to be appointed in above mentioned organizations or prepare those who are appointed to the national structures' positions that are linked to the cooperation with NATO, EU or UN.
The main topics of this Course are:
Professionally-oriented English language study;
The history, structure and main tasks of the NATO, EU and UN;
Military dimension of Ukraine-NATO, Ukraine-EU and Ukraine-UN cooperation;
Understanding the basics of European Security Architecture;
Legal aspects of cooperation;
Logistics Course
The first Logistics Course was held at the Multinational Staff Officer Center in 2002. It is a three-week course that runs once a year.
The aim of this Course is to provide students with sufficient skills to enable them to act as logistics officers in units deployed for UN/NATO-led Peace Support Operations.
The main topics of this Course are:
The main Principles and Doctrines of NATO and UN logistics;
Host Nation Support (HNS) concept;
Logistics Planning Process;
Overview on MJLC Concept and Capabilities;
UN logistics in PSO.
Student status criteria for above mentioned courses:
Military and civilian personnel of the NATO and non-NATO countries.
First Lieutenant - Colonel or equivalent level.
CIMIC Course
The first CIMIC Course was held at the Multinational Staff Officer Center in 2006. It is a two-week course that runs once a year. The aim of this Course is to provide the students with a basic understanding of the definitions, goals, component primary tasks, functions and the organization of Civil-Military Co-operation (CIMIC) in general as well as in specific mission areas.
The main topics of this Course are:
NATO CIMIC Policy &Doctrine CIMIC Staff;
Humanitarian Assistance in PSO & Co-operation with IO/NGO's;
Negotiation techniques and working with interpreter;
UN Police. Structure, Goals & Tasks.
Student status criteria for above named course:
Military and civilian personnel of NATO and non-NATO countries;
First Lieutenant - Colonel or equivalent level.
On-board Interpreters Course
This course was established in 2003 in connection with the deployment of a Ukrainian helicopter unit in Sierra-Leone. The Course has a three-week duration and runs twice a year in accordance with the rotation plan.
The aim of this Course is to provide students with sufficient skills to enable them to act as an on-board military interpreter in this Ukrainian helicopter unit, which takes part in this specific UN-led Peace Support Operation.
The main topics of this Course are:
Basics helicopter flight rules and procedures;
On-board radio communication with Air Traffic Service units and unit responsible for Air Operations;
Radio- and verbal communication with airfield on-ground services;
Written translation of standardized documents applicable to routine activities of an aviation unit in flight safety and conduct of operations.
Military Interpreters for Peacekeeping Units Course
This course was established in 2003 following the deployment of Ukrainian Detached Reconstruction and Repair battalion in Sierra-Leone. It is a three-week course which runs in accordance with operational requirements, normally twice a year.
The aim of this Course is to provide students with sufficient skills to enable them to act as a military interpreter (linguist) in a Ukrainian contingent deployed for Peace Support Operation.
The main topics of this Course are:
Military linguistics;
Translation methods and techniques;
Peacekeeping principles, tactics, techniques and procedures applicable for contingent's daily routine;
Basics of civil-military relationships; basics of military and media cooperation;
Personal security awareness of peacekeepers.
Students status criteria for above mentioned courses:
Officers of Ukrainian military contingents;
1st Lieutenant - Major, or equivalent rank.
